A major city in Gujarat, western India, on the Sabarmati river, and the place where urban heat governance was first formalised in South Asia. A severe heatwave in May 2010 produced a sharp excess-mortality signal that local health researchers and the municipal corporation were able to detect in all-cause death records, and the response — the 2013 Heat Action Plan — was built around that measurement rather than around a construction programme. Ahmedabad matters to this Journey for two reasons beyond the plan itself. It shows a city acting on a hazard using data it already collected, which is the cheapest form of adaptation available anywhere. And it shows the limits of that approach: a warning system reduces deaths during an event and does nothing about the built fabric, the roof materials, the tree cover or the electricity access that determine how hot the interior of a home gets in the first place. The plan is a floor, not a solution, and its authors have consistently described it that way.
