Secretary of State George Marshall, speaking at Harvard, proposed American financing for a European recovery programme to be designed by the Europeans themselves. The offer was formally open to all European states including the Soviet Union and its neighbours; Moscow rejected participation and required the states in its sphere to do the same, which is the moment the economic division of Europe became explicit. Recovery aid began flowing in 1948 and ran for four years.
