Twelve states signed the treaty while the Berlin airlift was still flying. The text is short and its central Article 5 commits each party to treat an attack on one as an attack on all and to take such action as it deems necessary — a formulation negotiated to satisfy the United States Senate, which would not accept an automatic commitment to war. The integrated military command structure, the supreme commander and the standing forces came later, prompted by the Korean War.
