The first treaty to require actual reductions in strategic nuclear forces rather than caps on their growth was signed months before the state that signed it ceased to exist. Its implementation therefore became a problem of succession: strategic weapons were left on the territory of several newly independent states, and a subsequent protocol arranged for those weapons to be removed to Russia and for the other states to join the Non-Proliferation Treaty as non-nuclear-weapon states.
