The industry body through which cable owners, operators, suppliers and governments co-ordinate on protecting submarine cables from damage. It was established on 22 May 1958 as the Cable Damage Committee and renamed in 1967; as of the mid-2020s it reports over 260 members from more than 75 nations. Its work is unglamorous and load-bearing: it publishes recommendations on cable routing, burial, protection and awareness; it liaises with fishing and shipping industries so that charts and practices reflect where cables actually are; it is the reference point for statistics on how cables get broken; and it holds observer status in international fora where seabed activity is regulated. It has no enforcement power of any kind — it is a committee, not a regulator — and that is the structural point. The physical layer of the internet is protected mainly by convention, information-sharing and the self-interest of operators, and only marginally by law, which is why the recent shift toward treating cable damage as a criminal and security matter rather than an industrial one is a genuine change.

- Supports the figures used here for annual cable faults — approximately 150 to 200 worldwide each year, with roughly 70 to 80 per cent caused by accidental human activity, principally fishing gear and ships' anchors, and dragged anchors alone about 30 per cent.
