A municipal instrument that treats extreme heat as a forecastable emergency rather than as weather: a temperature-threshold warning issued to the public and to health services, a communication chain reaching outdoor workers and slum communities, opened cooling spaces and adjusted water and power operations, and hospital preparation. Ahmedabad adopted South Asia's first in 2013 after a severe May 2010 heatwave, and it is one of the few adaptation measures anywhere with a published mortality evaluation attached: Hess and colleagues, publishing in 2018, compared summer all-cause mortality after implementation against a 2007–2010 baseline and estimated on the order of eleven hundred to twelve hundred deaths avoided annually. The instrument is deliberately cheap. It buys almost nothing in capital terms and almost everything in institutional terms — a threshold, a duty to act, and a named agency — which makes it the clearest counter-example in this Journey to the assumption that urban resilience is bought with construction.
