The Tentative List and the nomination dossier

The administrative gate between a place and the List. A State Party must first enter a property on its national Tentative List, then prepare a nomination dossier: comparative analysis against similar properties worldwide, a statement of proposed Outstanding Universal Value, boundary and buffer-zone mapping, evidence of integrity and authenticity, and a legal protection and management framework. The dossier is then evaluated by ICOMOS or IUCN before the Committee votes. This is the practical bottleneck the journey's geographic context points at: a dossier is a substantial, multi-year, expert-drafted technical document, and the capacity to produce one is distributed very unevenly between States. Inscription therefore measures dossier-writing capacity and early ratification as much as it measures heritage.

Sets the ten selection criteria, the conditions of integrity and authenticity, the Tentative List and nomination dossier procedure, the criteria for inscription on and removal from the List of World Heritage in Danger, and the procedure for deletion from the World Heritage List. ALSO: Until the end of 2004 sites were selected on six cultural and four natural criteria; from the 2005 Operational Guidelines a single set of ten criteria applies, and a property must meet at least one of them plus demonstrate Outstanding Universal Value.

The regional imbalance in the World Heritage List did not decrease following the 1994 Global Strategy and may have increased; Europe and North America remain home to close to half of all World Heritage sites, and as of 2004 some 55 per cent of cultural and mixed properties. The authors argue the persistent over-representation undermines the credibility of the List. ALSO: Reviews the first decade of the Global Strategy adopted by the World Heritage Committee in 1994, whose objectives were to balance cultural against natural properties, to broaden representation across regions and levels of development, and to widen the thematic definition of heritage beyond monumental architecture.
