Singapore's treated reclaimed water: municipal used water put through microfiltration, reverse osmosis and ultraviolet disinfection to a quality above drinking-water standards, then returned mainly to industrial customers and to reservoirs for indirect potable use. It was introduced in 2003 and is one of the four sources — local catchment, imported water from Johor, NEWater and desalination — that Singapore calls the Four National Taps. Retrieved public-utility material puts NEWater plant capacity at a level meeting up to around 40 per cent of national water demand, against a total demand on the order of two million cubic metres a day. Two things make it relevant to this Journey rather than to a technology catalogue. It is a deployed system serving a real population continuously, not a pilot. And it exists because of a governance fact rather than a technical one: Singapore's water import agreement with Malaysia runs to 2061, and building an alternative before that date has been treated as a matter of national survival for sixty years. Constraint, not ambition, produced it.
