ITER adopts the 2016 reference baseline

ITER's 2016 reference baseline set the schedule against which subsequent slippage is measured. The 2024 update states its own milestones as delays relative to this baseline: full magnetic energy and plasma current in 2036 represents a three-year delay against the 2016 reference, and the start of deuterium-tritium operation in 2039 a four-year delay. This event is recorded so that the slippage in the Journey is measured against a documented prior commitment rather than against recollection.

Historical — it happened, and the record is settled.
