Eight Arctic states establish a forum for cooperation on environment and sustainable development, and seat six indigenous peoples' organisations as Permanent Participants with full consultation rights. Military security is excluded from its remit by the founding declaration. The Ottawa Declaration establishes the Arctic Council as a high-level forum of eight Arctic states, creates the category of Permanent Participant for organisations of Arctic indigenous peoples, and expressly excludes matters related to military security from the Council's remit.
