2. The legal test for inscription. A property must demonstrate 'Outstanding Universal Value' (OUV) — significance so exceptional as to transcend national boundaries and be of common importance for present and future generations — and must satisfy at least one of ten criteria set out in the Operational Guidelines, together with conditions of integrity, authenticity (for cultural properties) and an adequate protection and management system. Until the end of 2004 the criteria were two separate lists, six cultural and four natural; the 6th extraordinary session of the Committee merged them into a single numbered set of ten, effective with the 2005 Operational Guidelines. OUV is also the hinge of deletion: a site is removed when the Committee finds the attributes conveying its OUV irretrievably lost.
