The outcome of the first Global Stocktake under the Paris Agreement, agreed at COP28 in Dubai, calls on parties to contribute to tripling global renewable energy capacity and doubling the global average annual rate of energy efficiency improvement by 2030, and — in the formulation that dominated coverage — to transition away from fossil fuels in energy systems in a just, orderly and equitable manner. It is a call rather than an obligation, consistent with the Paris architecture. The tripling target is worth stating precisely because it is checkable: it implies global installed renewable capacity of roughly eleven terawatts by 2030 against the base year used, and annual additions are reported against it every year.
