Songdo

A district of Incheon, South Korea, built from 2003 on roughly 53 square kilometres of land reclaimed from the Yellow Sea, and for a decade the world's most-photographed "smart city". Its outcome resists both of the usual stories. Songdo is not empty: retrieved figures put the population of Songdo International City at roughly 210,000 by late 2024, up from tens of thousands a decade earlier, and it functions as a well-serviced Korean new town with schools, a subway connection and a large park. What did not arrive was the thing it was built to be. The International Business District — the Gale International and POSCO joint venture at its core — attracted far fewer international firms and jobs than projected, with retrieved assessments citing on the order of 30,000 to 33,000 jobs against targets, and the free-economic-zone strategy that justified it was diluted by competing zones and the post-2008 financial environment. The lesson is precise: capital and infrastructure can produce housing on schedule, and cannot produce an agglomeration on schedule.
