The Berlin Wall opens

An East German Politburo member announced new travel regulations at an evening press conference and, asked when they came into effect, said in effect immediately — a statement that appears to have overstated what had been agreed. Crowds gathered at the crossing points. At Bornholmer Strasse the officers on duty had no applicable instructions, improvised, and were overwhelmed; the senior officer opened the barrier late in the evening on his own authority, and the other crossings followed. There was no order from above and no shooting. The precondition had been established months earlier, when the Soviet leadership made clear it would not use force to preserve the governments of eastern Europe; what happened on the night itself was a failure of a bureaucracy to control an announcement.
