The Convention enters into force

Three years after adoption the Convention took legal effect on receipt of the twentieth ratification. From this point the obligations — to identify, protect, conserve and transmit heritage on one's own territory, and to assist other States Parties on request — became binding on those who had ratified.

A node is not a place. Drawing it on a map would assert something about the world that no stored fact supports.
