Eleven cable ships repair the Luzon Strait cables

The repair was the largest concentration of cable ships assembled for a single incident to that date — retrieved accounts give eleven vessels — working in deep water, in winter, on a seabed that had just been rearranged by landslides, with the pre-fault route charts no longer describing the bottom the cables were lying on. The operation is the clearest available demonstration of the scarcity that governs the physical layer: the world's entire specialist fleet is on the order of sixty vessels, and this one event required roughly a sixth of it for weeks.
