Edwin Chadwick set out parish mortality data by class and place, showing average ages at death in industrial towns far below those in rural counties. His mechanism — miasma — was wrong, and his prescription — drainage, water supply, refuse removal — was right. The report made urban mortality a statistical argument rather than an impression, and it is the foundation of the public health legislation that followed.
