The United States enacted legislation establishing the Communications Satellite Corporation, a private company chartered to develop a commercial communications satellite system in cooperation with other nations. The Act is the legal origin of commercial space: it decided, at a moment when everything that had flown was governmental, that the operating layer of satellite communications would be a corporation rather than an agency, and it set the pattern in which governments build capability and private entities sell the service.
