Galileo declares initial services

The European Union declared initial operational services for Galileo, making a fourth global navigation system available and the first under civil rather than military control. Initial services meant a signal usable in combination with GPS rather than independently sufficient, and the practical effect on users was gradual: receiver chipsets added Galileo support over the following years, improving urban positioning by increasing the number of visible satellites rather than by replacing anything.
