The Health and Morals of Apprentices Act limited pauper apprentices in cotton mills to twelve hours a day and required some instruction. Enforcement was left to local magistrates, who were often mill owners or their neighbours, and the Act had little measurable effect. Its importance is as the first admission that the terms of industrial work were a matter for Parliament at all.
