The Cable Damage Committee is established

node

Cable owners formed a standing committee to share information on how cables were being damaged and to co-ordinate protective practice with the fishing and shipping industries. It was renamed the International Cable Protection Committee in 1967. The founding purpose has not changed: the great majority of cable faults are caused not by the sea but by other people's ordinary work on it, and the only available remedies are charts, communication and convention.

A node is not a place. Drawing it on a map would assert something about the world that no stored fact supports.
