The International Coral Reef Initiative is formed

A voluntary partnership of governments and organisations is announced to raise reef conservation internationally, with no treaty basis and no enforcement mechanism. Its practical output became the Global Coral Reef Monitoring Network and the periodic Status of Coral Reefs of the World reports — the first attempts to state, on one consistent basis, how much reef there is and what condition it is in.

A node is not a place. Drawing it on a map would assert something about the world that no stored fact supports.
