Reagan and Gorbachev signed a treaty abolishing all ground-launched ballistic and cruise missiles with ranges between five hundred and five thousand five hundred kilometres, together with their launchers, under verification arrangements including on-site inspection and continuous monitoring at production plants. It was the first agreement to eliminate a class of nuclear weapons rather than limit one, and the cuts were asymmetric, falling more heavily on the Soviet side.
