A civilian airliner that had strayed far off course into Soviet airspace over Sakhalin was destroyed by a Soviet interceptor, killing all 269 people aboard. The Soviet handling of the aftermath — initial denial, then justification on the grounds that the aircraft had been on a reconnaissance mission — produced an exceptionally hostile period in relations. It is important context for what happened two months later: the events of autumn 1983 occurred in an atmosphere in which each side found the other's conduct genuinely unaccountable.
