The United States, the Soviet Union and the United Kingdom agreed to stop nuclear testing in the atmosphere, in outer space and under water, leaving underground testing permitted. The negotiation had failed repeatedly on the verification of underground tests, and the treaty succeeded precisely by excluding the case that could not be verified. Its immediate effect was environmental as much as strategic — atmospheric testing had been depositing fallout globally — and it established the pattern that arms control advances where verification is technically possible and stalls where it is not.
