The Non-Proliferation Treaty opens for signature

The treaty was opened for signature simultaneously in London, Moscow and Washington. Its central definition confines the category of nuclear-weapon state to those that had tested before 1 January 1967, which both legitimises five arsenals and closes the door behind them — the asymmetry that non-nuclear parties have raised at every review conference since, pointing at the Article VI obligation to negotiate toward disarmament as the unfulfilled half of the bargain.
