After the second-highest clearance year in the record, Brazil launches a federal action plan combining enforcement, protected area creation, property embargoes and credit conditionality, and INPE begins DETER, a near-real-time alert system that flags new clearance within days so inspectors can be dispatched. The pairing matters: the plan is only enforceable because the alerts are fast.
