Clearance reaches its highest level since the mid-2000s

After several years of rising rates, PRODES records annual clearance at a level not seen since 2006, commonly reported as around 13,000 square kilometres. The exact figure is not asserted here. The reversal is important for the argument rather than the number: the fall achieved between 2004 and 2012 was undone within a decade, which establishes that the earlier decline was policy-dependent and not structural.
