The man who converted a republic's civil-war victory into a durable monarchy without ever admitting he had done so. His settlement kept republican offices and vocabulary while concentrating army command, provincial appointment and finance in one person. He is the reason the empire has an institutional architecture at all: standing army with fixed terms and a discharge fund, a census-based provincial tax system, and a hereditary-in-practice succession. His own account, the Res Gestae Divi Augusti, is a first-person political document and must be read as such.
