A privately developed district under construction on roughly ten square kilometres of land reclaimed from the Atlantic beside Victoria Island in Lagos, planned for around 250,000 residents and protected on its seaward side by a revetment marketed as the Great Wall of Lagos, designed for an extreme storm event and running to about 8.5 kilometres when complete. Its origin is a genuine coastal-defence problem: Victoria Island's Bar Beach had been eroding for decades and the shoreline was retreating into the built city. Its contested effect is that reclamation and hard defence redistribute wave energy and sediment rather than removing them, and researchers and residents along the adjacent coast have reported accelerated erosion since construction began. As of 2025 the district is partly occupied, with completed residential towers and a school, rather than the finished city of the renderings. It sits about seven kilometres from Makoko across the same city — new land being manufactured for people who can buy it, while unrecorded land is cleared of people who cannot.
