The UN adopts voluntary space debris mitigation guidelines
The Committee on the Peaceful Uses of Outer Space adopted a set of debris mitigation guidelines, subsequently endorsed by the General Assembly, drawing on the technical guidelines issued by the Inter-Agency Space Debris Coordination Committee earlier in the decade. They included the expectation that spacecraft in low Earth orbit be removed within twenty-five years of mission end. They are explicitly voluntary and carry no enforcement mechanism, which is why the operative constraint on operator behaviour eventually came from national licensing instead.
