Dennis Tito launched aboard a Soyuz to the International Space Station, having contracted for the seat commercially, at a reported price of about twenty million dollars. The flight was opposed by NASA and proceeded through the Russian partner, which is itself the point: the first commercial human spaceflight transaction happened in a gap between two partners' policies rather than under an agreed framework, and no comparable flight followed for years.
