The Castilian crown office established at Seville in 1503 to administer everything crossing the Atlantic: licensing ships and passengers, registering cargo, collecting the royal fifth on bullion, adjudicating disputes and training and examining pilots. It also held the padrón real, the master chart that every navigator's copy was supposed to be corrected against, which makes it one of the first institutions in Europe to treat geographical knowledge as a continuously updated state asset rather than a private craft secret. Its lasting significance for anyone studying the period is bureaucratic rather than nautical: because a monopoly must be documented to be enforced, the Casa generated a paper record of an entire ocean economy, and that record — now the Archivo General de Indias — is why quantitative history of the Spanish Atlantic is possible at all.
