The Casa de Contratación is established at Seville

The Castilian crown created a single office at Seville through which all shipping, passengers, cargo and bullion moving to and from the Indies had to pass. Its purpose was fiscal and regulatory rather than nautical, but it also examined and licensed pilots and maintained the master chart against which their copies were to be corrected. The administrative consequence outlasted the empire: the paperwork the monopoly required became the Archivo General de Indias.
