Ngorongoro Conservation Area

node · earth

A multiple-land-use conservation area of roughly 8,292 km2 in northern Tanzania, created by ordinance in 1959 at the moment Serengeti National Park was closed to human residence. It was explicitly designed as the place where Maasai pastoralists would be permitted to remain, in exchange for leaving the Serengeti plains. That bargain is the central disputed fact of the area's history: residents describe promises of grazing, water and permanence; the Tanzanian government since 2022 has pursued a relocation programme moving residents some 600 km to Msomera in Handeni district. The area is a UNESCO World Heritage site and contains the Ngorongoro Crater caldera. It is a different object from the Serengeti plains region.

  30. Evidence
  31. Maasai residents of the Ngorongoro Conservation Area are being relocated to Msomera in Handeni district without free, prior and informed consent, with withdrawal of health, education and water services used as pressure to move.
  32. The Tanzanian relocation plan for the Ngorongoro Conservation Area targets tens of thousands of residents, and destination sites lack adequate water and grazing while promised services remain undelivered.
  33. Two 1959 statutes closed Serengeti National Park to human habitation and created the Ngorongoro Conservation Area (about 8,292 km2) as a multiple-land-use area for Maasai evicted from the plains; Maasai residents state in their own submission that permanent residence and grazing were the consideration for leaving the Serengeti, and that later restrictions and the relocation programme break that undertaking.
