Protected areas are the most widely copied conservation instrument there is, and this region holds the cases where the instrument can actually be audited: a boundary proclaimed in 1907 and cut by three quarters in 1970 for reasons that were territorial rather than ecological; a 1959 division that created one park by promising another place to the people it emptied, and is being litigated in the present tense; a restitution claim that a court answered in a community's favour without returning the right to live there. The argument about who protection is for is not a historical grievance attached to otherwise neutral parks. It is the mechanism by which the parks came to have the shapes they have, and it is still running.

• The same national territory holds both ends of the argument. A boundary cut in 1970 to release land for homelands, and then a 1996 law extending wildlife rights to residents of communal land — with the resulting conservancy estate now holding habitat outside the reduced park. The land the first decision took out of protection is broadly the ground the second decision brought back in, by an entirely different instrument.

• One species is simultaneously the reserve's principal photographic draw and the principal source of livestock loss on the pastoral land immediately outside it. The revenue and the loss are generated by the same animal and separated by a boundary — which is the Journey's distributional argument in a form small enough to hold.

• The trade status of the species was settled at a meeting in Europe in 1989; twenty-two years later the five states holding the largest single concentration of it signed their own treaty to manage that concentration as one landscape. Two governing instruments for the same animal, written at opposite distances from it, and the corpus records disagreement between them from the start.

• Two World Heritage landscapes, and the designation does opposite work in each. At the delta it brings international scrutiny to a wetland whose water is decided upstream of the state that holds it. At the conservation area the designation is invoked in the case for moving residents out. The corpus records the invocation and explicitly declines the causal claim, and so does this Journey.

• How many people were displaced to create these protected areas?

  Individual cases are documented case by case — a removal here, a closure there — but no reliable regional aggregate exists. The limit is an absence in the record rather than a disagreement within it, and the Journey does not supply an estimate to fill it.

• Is the current Ngorongoro relocation voluntary?

  Two accounts are on the record and they are not compatible. Maasai residents and human rights organisations describe relocation without free, prior and informed consent, with services withdrawn as pressure; the government describes voluntary relocation with compensation. The Journey keeps both and flags the asymmetry that matters: the government's own planning documents are not among the sources read, so its position is represented at second hand. Reported planning figures are targets in contested plans, not counts of people moved.

• Where does the Amboseli–Tsavo corridor actually run?

  That elephants disperse along it is documented by decades of individual-level study. Its geometry is not: no authoritative route was obtained, the coordinate the corpus carries is an indicative midpoint rather than a mapped line, and the real route shifts with land subdivision. This is why the corridor is not offered to the reader as a place.

• Is the transboundary elephant population stable?

  The 2022 coordinated survey is reported as consistent with earlier continental assessment, but its confidence intervals and stratum coverage were not read, and a stability finding without intervals is not a finding. The 2016 continental census is a different area, method and period and is not comparable to it. The Journey states both counts and refuses the line between them.

• Does conservancy income reach the households that carry the losses?

  Aggregate figures for area, membership and revenue exist and are reported annually. Household-level distribution evidence — which is where the elite-capture criticism is actually decided — was not obtained. So the model can be shown to pay, and cannot yet be shown to pay the people bearing the trampled field and the killed calf.

• Did the restitution settlement deliver what it is credited with?

  The settlement itself is well attested and internationally cited as a model. Independent long-run evaluation of revenue actually reaching households was not located, and the founding agreement and court order were not read directly. The acclaim is documented; the outcome is not.

The line was the technology. Not the fence, not the ranger, not the vehicle — the act of drawing a boundary, which converted grazing into trespass without anyone's behaviour changing, and which the same authorities moved again when territorial policy required it. Everything the second half of this Journey describes is an attempt to shorten the distance between where such a line is drawn and where its cost lands: a court, a village register, a treaty table with five states at it. Each shortens it. None has yet closed it, and the household whose residence is currently being decided is not in any of those rooms.
