Ngorongoro Conservation Area Authority (NCAA)

The Tanzanian parastatal that administers the Ngorongoro Conservation Area under the 1959 Ordinance and its successors. The NCAA is simultaneously the landlord of resident Maasai households, the regulator of their grazing and cultivation, the collector of tourism entry revenue, and the implementing body for government land-use plans — a concentration of roles that is central to why residents dispute its decisions. Its published mandate balances conservation, resident interests and tourism; residents and human rights organisations argue the third has progressively displaced the second.
