Namibia's Nature Conservation Amendment Act extends wildlife rights to communal-area residents

Namibia amended its conservation legislation to allow registered communal conservancies to hold conditional rights over wildlife use and tourism on communal land — rights previously reserved to freehold landowners, which under South African administration had meant white farmers. This is the founding statute of the community conservancy model that later spread across the region.
