Twenty boats: 14 standard wooden lifeboats rated at 65 persons, 2 emergency cutters at 40, and 4 Engelhardt collapsibles at 47 — a total certificated capacity of 1,178 people for a ship licensed to carry over 3,300. The aggregate cubic capacity of 11,327.9 cubic feet comfortably exceeded the 9,625 cubic feet the Board of Trade rules demanded, and the davits fitted could have handled substantially more boats. In the event the boats were launched largely under-filled and carried away only about 700 people; the shortfall on the night was as much one of drill, organisation and time as of capacity.
