The scale that stopped growing

She was carrying four more lifeboats than the law asked of her.
Quiet, and administratively so. The register is a clerk reading a schedule aloud in an empty room; the tempo is level, and nothing in the opening accelerates. None of the sound this subject usually arrives with — engine room, open water, voices on a boat deck — is admitted yet. What the opening has instead is the flat cadence of a requirement being stated and then exceeded, which is a stranger noise than any of them.
Titanic is the clearest case in the modern record of a system that was compliant and still lethal — and of a place, found seventy-three years later, settling an argument that testimony could not.
Nothing that mattered on that night was against the rules. The boats exceeded what the Board of Trade required; the ice reports arrived and were handled the way ice reports were handled; the nearest ship's wireless was unattended because no rule said it had to be manned. An obsolete rule is almost never visible from inside the system obeying it — that is the general problem, and it is usually argued from inference because the documentation runs out. Here it does not. The moment the rule was recognised as obsolete survives from three directions at once: two inquiries that disagreed, a convention written within two years, and a wreck that eventually testified.
The meaning of this night is held in its permissions — a lifeboat requirement scaled to tonnage, a wireless watch nobody was obliged to keep, an ice report correctly delivered and correctly filed. Each was current. Each was old. The useful question at any point is who granted the permission, and against what conditions, and how much later the ship sailed.

A natural phenomenon that had been drifting south every spring for as long as anyone had sailed there acquired, after 1912, a permanent international organisation to watch it. The ice did not change; the institutional response to it did, and it is still running.
Three ships from the same drawings, and the class is its own control group: one served for decades, one was lost to the accident the design did not anticipate, and one was rebuilt with the lessons and lost anyway. Reading them together is the only way the corpus offers to ask whether the fixes worked.
What did the Californian actually see, and could she have reached the boats?
Both 1912 inquiries found against her master. A 1992 reappraisal by the Marine Accident Investigation Branch revisited the evidence and did not simply confirm them. The corpus records the finding as contested, and this Journey does not resolve it.
How many people were aboard?
The British and American inquiries did not agree on the total, so every proportion derived from it — including the familiar fraction of those who could have been carried — is approximate at both ends. The Journey keeps both counts rather than choosing one.
What was weighed when the height of the bulkheads was settled?
The yard records fix the construction dates to the day but do not preserve the drawing-office argument. This is an absence in the sources rather than a dispute between them.
The rule was followed. The ship exceeded a requirement that had stopped being a requirement for ships her size, and nobody inside the system could see the ceiling from where they stood. Seventy-three years later a place on the seabed settled a question about the hull that thirty-six days of sworn testimony had not — and settled nothing whatever about the other ship. Both 1912 inquiries found against the Californian's master; the 1992 reappraisal reopened what they had closed. A wreck can testify about a hull. It has nothing to say about what was visible from another bridge on the same night, and neither does anything else the record holds. So the question left standing is the one no evidence in this Journey can reach: what did the Californian see, and could she have reached the boats?
