The international federation is founded

Twenty-seven representatives of 17 national federations meet in Stockholm on 18 July 1912, immediately after the Olympic Games there, and agree to convene a congress in Berlin the following year. The 1913 Berlin congress formally founds the International Amateur Athletic Federation under Sigfrid Edstrom. Until this body exists there is no institution with standing to declare what a marathon is, which is why the 1908 distance is not a standard for thirteen years.
