The International Convention for the Regulation of Whaling is signed
node
The convention establishing the International Whaling Commission is signed in Washington. Catch limits are to be set by amendment to a Schedule, and reporting of catches is left to member states - the arrangement that will later allow Soviet returns to be falsified for decades without detection.
A node is not a place. Drawing it on a map would assert something about the world that no stored fact supports.
