Reagan and Gorbachev, meeting with a light agenda and little preparation, went far beyond what either delegation had expected and discussed the elimination of entire classes of nuclear weapons and, at one point, of all of them. The discussion collapsed over the Strategic Defense Initiative, which Gorbachev required be confined to the laboratory and Reagan refused to constrain. The summit produced no agreement and is generally regarded as having made the INF Treaty of the following year possible.
