The intergovernmental organisation, established in 1975 and supported by more than thirty European states, that produces the global medium-range forecasts most national services build on, and that operates from its headquarters at Reading in England with further sites in Germany and a data centre in Italy. It appears in this Journey because of what it did rather than what it said: on 25 February 2025 it made a machine-learned forecasting system operational, meaning that an organisation whose output is used for aviation, shipping, agriculture and emergency planning accepted accountability for predictions produced by a learned model. That is a category of evidence almost nothing else in machine learning has — not a benchmark, not a demonstration, but an institution with a legal and professional duty of care putting the method into the line of responsibility, while keeping the physics-based system that generates its training data running beside it.
