Venice and its Lagoon

A cultural property comprising the historic city and the whole lagoon system — the archetype of a site whose threat is not a bomb or a bulldozer but success. Mass tourism, cruise-ship traffic, resident depopulation, development pressure and sea-level rise have repeatedly brought Venice to the edge of the danger list. UNESCO and the advisory bodies recommended in-danger listing in 2021 and again ahead of the 45th session in Riyadh in September 2023, finding no significant progress on mass tourism, development or climate impacts. On both occasions the Committee declined: in 2021 after Italy banned large cruise ships from the historic centre, in 2023 in recognition of measures adopted by national and local authorities. Venice is the case that shows a danger listing is a political decision, not an automatic technical consequence.
