Inuit delegates from Alaska, Canada and Greenland meet at Utqiagvik and constitute a body to represent Inuit across national borders; Chukotka joins after the end of the Soviet Union. It is the institutional expression of a claim that had no vehicle before it - that the Arctic is a homeland with its own constituency, rather than the northern edge of four other countries.
