Founded in 1977 at Utqiagvik, Alaska, to represent Inuit across Alaska, Canada, Greenland and Chukotka as one people rather than as four national minorities - a deliberate response to the fact that the boundaries dividing them were drawn without reference to them. It is one of the six Permanent Participants of the Arctic Council, holds consultative status at the United Nations, and has intervened directly in international processes, including a 2005 petition to the Inter-American Commission on Human Rights arguing that greenhouse gas emissions violated the human rights of Inuit. It is also the body behind the Pikialasorsuaq Commission. Its existence is the sharpest structural contrast in this Journey: there is no Antarctic equivalent, because there is nobody whose home Antarctica is.
