Established by the Ottawa Declaration of 19 September 1996 as a high-level intergovernmental forum of the eight Arctic states - Canada, Denmark, Finland, Iceland, Norway, Russia, Sweden and the United States. Its distinctive feature is the category of Permanent Participant: six organisations of Arctic indigenous peoples sit at the table with full consultation rights, a status that has no real equivalent in other intergovernmental bodies. Two limits define what it is. It is a forum, not a regulator - it produces assessments and negotiates agreements among its members but has no independent power to bind anyone - and its founding declaration expressly excludes matters of military security. In March 2022, following the invasion of Ukraine, the seven other states paused participation in meetings chaired by Russia; work resumed subsequently in a restricted form, and the state of the Council is best described as partially operating rather than as normal.
