The body that manages fisheries in the Southern Ocean, including the krill fishery, and therefore the institution that sits between a recovering whale population and its food supply. Its area is divided into statistical divisions; the most recent synoptic biomass survey of Area 48, the Antarctic Peninsula and Scotia Sea sector where the krill fishery is concentrated, estimated 62.6 million tonnes in 2019. Whale conservation and krill management are handled by two different treaty bodies with different memberships and different mandates, which is a structural fact about the problem rather than an incidental one.
