The Convention on the Conservation of Antarctic Marine Living Resources is adopted, entering into force in 1982. Its distinguishing feature is that it manages the ecosystem rather than the stock: catch limits must take account of the needs of dependent and related species, which was a direct response to the recognition that a krill fishery is not a fishery in isolation but a withdrawal from the food supply of everything else in the Southern Ocean. It decides by consensus, which is both the reason it can act at all and the reason it sometimes cannot.
